might be some real advantage in constituting a Forbour Board,

but so long as the wharves in Hong Kong are owned by private-

enterprise - and they are likely to be for many years to come

and so long as the Tong Kong lover went do not intend to spend any money in their harbour canadapuent whemes, then & Board made up of a Government majority wch as that now in being is a

sheer waste of time to people like ourselves to serve ona.
